February 12, 2010 -- SUPREME COURT DECISION ON MONTOY
The Kansas Supreme Court today denied a motion to re-open the Montoy school finance laswsuit.  The action indicates that any challenge to the Legislature's recent cuts in school funding must "begin from scratch" by filng a new lawsuit at the district court level and attempting to prove that the new finance formula is not constitutional. Message from the KASBO President

HELP US HELP EACH OTHER!

As every district deals with current financial issues there are two choices that most all districts believe to be part of the solution.  The choices are an informal or formal hiring freeze and suspension of professional development and related travel. 

Before next year begins, there will be a partial thaw to the hiring freeze because we will learn there are some positions or skills that we simply must have.  I am suggesting to you that the same will or should occur with the suspension of staff learning.  We must take advantage of learning opportunities to meet our responsibilities.  Such an opportunity for district business officials will be the KASBO Winter Workshop on February 18 in Salina.  It is an economical opportunity for business officials to share their expertise and to hear new ideas and strategies to meets current and future financial and business challenges.

Sessions will include current information about many of the current issues and challenges we face daily.  Learn what the Kansas Legislature is doing to and for us.  Legislators, school board members and administrators will be making many difficult and important decisions.  Learn how School Business Officials can communicate with our public and provide necessary information to promote the best decisions. 

There will also be an opportunity to learn how to support our district’s teacher negotiation. (Always interesting when increased funding is a fiction.)   As hours are cut and positions are eliminated learn how to manage classified staff reductions. 

Over the next 2 years, school business officials will be asked to provide information about issues we currently don’t know are issues, respond to numerous survey requests, report expenditures on forms not yet designed, manage district cash flow while defending the district’s good judgment to have some cash and also do the normal business duties with less staff and no overtime.  Just might lead to a bit of individual stress.  Join us in Salina for tips and suggestions about how to deal with daily pressures and demands of our jobs.

The Winter Workshop will conclude with a group discussion for everyone to share ideas, solutions and issues with each other.  This is always a great time to “borrow” good ideas from each other. 

Please join fellow KASBO members in Salina on February 18.  I have yet to attend a KASBO meeting without learning valuable information.  With today’s problems and issues, the opportunity to share solutions and ideas has never been more important. 

Please suspend the ban on professional development to help us all do a better job and join me is Salina on February 18.

The first is a copy of the 2009 KASB Legislative Committee report.  These recommendations are being made available to KASB members and will be presented at KASB Fall Regional meetings next month. This morning, the Governor's Budget Report for FY 2010 was released to the public. The Budget Report is published in two volumes.
