Convention Invitation

"Imagine the Possibility" is the theme of the 37th Annual KASBO Convention being held April 18 - 20, 2001, at the Holiday Inn in Great Bend, Kansas. There are some exciting new changes this year and I hope you all plan on attending.

If you are new to KASBO, be sure to attend the green badge meeting at 1:30 p.m. on Wednesday, April 18. There you will meet the KASBO leadership and learn about our organization.

Last week was the KASBO winter workshop in Salina. In spite of the poor weather forecast almost 150 were in attendance. It was a big success. Thanks to the inservice committee members who planned the sessions for the workshop, and thanks to Karen Schadel who does all of the coordinating with the hotel.

Earlier this month Gary Jantz, Lori Blakesley, Karen Schadel, Rob Balsters and I attended the Association of School Business Officials' Leadership Conference in Baltimore. We heard many interesting speakers there. Baltimore was a beautiful city and just a short train ride from Washington D.C. Mark you calendars for the ASBO convention next October 12 to 16. You might want to stay an extra day or two and sightsee in D.C. There is so much to see!

I look forward to seeing each of you at the KASBO convention.

KASBO Golf Tournament 2001

The Eighth Annual KASBO Early Bird Golf Tournament will be held at the Golden Belt Country Club in Great Bend, one of the top rated courses in central Kansas, on Wednesday, April 18th. This year the tournament will award prizes on every hole, and again feature a $5,000 Hole-In-One prize, plus golf balls, hats, and other golf items for all participants.

The format for the tournament is a four person team scramble. (The best shot will be played by each member of the team.) Tee times will be scheduled from 7:30 a.m. to 11:30 a.m. Beginners are encouraged to participate. To enter, print, complete and mail the online form.

Our goal is 100 participants. Come join the fun.

Trade Show to Debut at KASBO Convention

For the first time at convention, a trade show will be included with Wednesday's activities. The trade show will run from 10:00 a.m. to 4:00 p.m., April 18. The Wednesday workshops will still run from 2:00 to 4:00 p.m. Please plan your day to arrive early to tour the trade show before attending the afternoon workshops. If you are planning on attending the Wednesday evening event, please plan to arrive before 4:00 p.m. to take part in the trade show.

When you register for convention you will receive a trade show card that, upon completion, will entitle you to a free T-shirt. Additional prizes will be distributed throughout the day.

The trade show is being made a part of the convention to allow KASBO members a convenient means of access to the latest products on the market.

Convention Notes

Plan now to join your colleagues at the 37th Annual KASBO Convention in Great Bend April 18 &endash; 20. The convention and in-service committees have developed a program that will enhance your knowledge, improve your skills and also provide good entertainment.

Two new activities have been added to the convention. The trade show and a performance by the KASBO Choir. Share your talent and be a part of the choir. Contact Todd Covault, choir organizer, at tcovault@usd253.org for information and sign up.

Golf enthusiasts here is your opportunity. Play a top rated course in central Kansas for prizes and a morning of fun.

The traditional Pre-convention workshops offered by dataTeam, MACS and CIC will be on the Wednesday afternoon program.

Camp Aldrich will be the site for a Hawaiian Luau Wednesday night. Entertainment that includes some surprises will precede the dance. Bring your dancing shoes and have a fun evening.

Convention formally begins with breakfast at 7:45 a.m. Thursday. This will be followed by the Legislative Update with Dale Dennis & Veryl Peter and a Planning for Retirement Program.

Forty sectionals are on the program for members to attend. This is a time to share information, gain knowledge and develop some networking with colleagues.

Stop by the hospitality rooms offered by our vendors on Thursday before the banquet and thank them for the support they have given to KASBO.

Finish the Thursday day of learning with the dance at convention center

Friday will conclude with the luncheon and drawings for door prizes.

e-Commerce is Taking Root in Public Procurement

A recent survey conducted by the National Institute of Governmental Purchasing (NGIP) concluded that two-thirds of the respondents are already engaged in some form of e-Commerce for their governmental jurisdictions. And of those respondents, who are not currently engaged, five out of every six respondents are considering implementing some form of e-Commerce in the future.

The highest e-Commerce activities currently conducted by governmental entities include ordering goods and services electronically via electronic catalogs (80%), posting solicitations electronically (79%), and soliciting informal bids electronically (70%). Entities that are considering e-Commerce in the future are attracted to similar electronic features.

Respondents also indicated that the strongest reasons for engaging e-Commerce activities were to achieve time savings (85%) and cost savings (75%). Finally, the survey also focused on systems integration and electronic signatures.

Thirty-seven percent (37%) of those public procurement officials invited to participate in the survey responded &endash; ensuring high validity of the results. It should be noted however, that the survey was distributed to members with email addresses and who therefore, are already comfortable with using technology on the job.

USA Honors KASBO Members

Dr. Sharon Zoellner was installed as president of United Administrators of Kansas during the recent convention. Zoellner is currently deputy superintendent of USD 232 DeSoto.

Zoellner has served in education for 22 years. Her service to USD 232 began in 1989 as an Elementary Principal. Since that time she has served the district as Director of Finance and Student Services, and assistant superintendent.

Zoellner's involvement with KASBO includes serving on the board of directors, member of the Kansas Learning First Alliance, conference presenter and a contributor to the Newsletter.

Zoellner is a member of Association of School Business Officials International and has presented at the national convention.

Dr. Rob Balsters, assistant superintendent of business for USD 345 Seaman, was given the highest award presented by United School Administrators, the Outstanding Service Award.

Balsters has been with USD 345 Seaman since 1976. He was a junior high teacher and coach, then was named superintendent of business in 1988.

Balsters served as the 1994-95 KASBO president. He was the 1999 recipient of the KASBO Distinguished Service Award. Additional KASBO involvement includes representative on the Kansas Learning First Alliance committee and a frequent presenter at workshops and convention.

Balsters is a member of the Association of School Business Officials International. He chairs the school finance committee for that organization.

KASBO Board Highlights

KASBO Board of Directors met at the Wichita Hyatt, January 26, 2001, with President Linda Jones presiding.

The board approved the agreement with USA for the 2001 year.

Acquisition of procurement cards for the executive committee and the consultant was approved. A policy will be developed for accepted use of the cards.

Purchase of T-shirts with the KASBO logo was approved. The shirts will be available for purchase by the membership.

Todd Covault, organizer of the KASBO Choir, reported sign up is increasing and encouraged those present to participate.

The Vendor Trade Show will be held at the convention site, Wednesday, April 18 from 10:00 a.m. to 4:00 p.m. Strategies to encourage attendance were outlined.

The next meeting of the board of directors will be in Great Bend on Wednesday, April 18, 2001.


Nominations for KASBO Board of Director and Officers

The officers of KASBO are the President, President Elect, Vice-President, Immediate Past President, Treasurer, Secretary and six Directors. All terms are for one year except for Directors.

Directors serve for three (3) years with two (2) Directors being elected each year. The Vice-President automatically succeeds through the offices of President Elect, President, and Immediate Past President. The KASBO bylaws state the, "Officers and directors will be nominated by the Nominating Committee or by the written request signed by ten (10) members and placed on a ballot in alphabetical order of last names. Election will be held at the annual meeting and newly elected officers will assume the duties of office on the first (1st) day of July following the election at the annual meeting."

The KASBO choir needs more voices. Lend yours and have fun entertaining your colleagues.
