Jackie Walter ResignsSurprise! You have a new President. On October 14th, 1997, the KASBO Board of Directors regretfully accepted the resignation of Jackie Walter, USD 383 Manhattan, as President of KASBO. Jackie resigned her position because of a change in employment that necessitated her leaving education. On behalf of KASBO, I would like to thank Jackie for her years of service to education and to KASBO. As a result of that resignation, the KASBO Board of Directors automatically appointed the President-Elect to the position of President as stipulated by the by-laws. Therefore, I will complete this 1997-98 school year as your President and am honored to do so. Also, the Board voted to appoint Craig Fiegel, USD 497 Lawrence, as the President-Elect, moving him up from the position of Vice-President. The Board voted to ask the Past- Presidents to nominate a person to fill the office of Vice-President and the Board will act to fill that position at the time a nomination is submitted. Jackie and the KASBO executive board had already gotten the year off to a good start as committee appointments were taken care of and a convention committee had been appointed to make plans for the annual convention in Hutchinson in April, 1998. Also, that board had hired Karen Schadel as its consultant and she is already working hard in that position. My job has been made much easier because of the leadership Jackie had taken. It has been a joy to work with people who are so willing to help with the business of KASBO. Please do not hesitate to contact me or any member of the Board of Directors if you have any questions or concerns about KASBO. We want this organization to do the best it can to meet the needs of each of you, our members. The Convention Committee is seeking input from the KASBO members. This is an opportunity for members to voice their opinion regarding topics of interest to presented at the Convention. Craig Fiegel, Chairman of the Education Committee, is asking for any suggestions the members may have for topics and issues to be addressed in the Sectional Meetings and Mini-Clinics. Suggestions for speakers and format of programs will be welcomed by the committee. TOPClose to 2,000 ASBO International members gathered in beautiful Vancouver, British Columbia at the annual Association of School Business Officials International convention October 3-7, 1997.
"Promoting Excellence...Together" was the theme of the conference. Perry McCabe, KASBO president, said approximately 20 persons (along with some spouses) from Kansas attended the convention.
McCabe said the convention gave business officials the opportunity to share ideas and knowledge with peers from all over the continent and to help shape the future of the association by electing board members and recognizing colleagues through ASBO's awards
program. It gave persons new ideas, solutions and tools to put to work upon return to their school districts. Lastly it enabled persons to add to their network of colleagues throughout the U.S. and Canada...fellow school business officials whose support, expertise and camaraderie help sustain you throughout your career.
The Kansas delegation and their spouses enjoyed their traditional breakfast on October 6th in the splendid Port and Starboard room of the Pan Pacific hotel. This year the breakfast was hosted and paid for by American Fidelity Assurance Group.
TOPPre-Convention Seminars---
"Franklin Planner: Increased Productivity through Value-based Time Management" will be presented from 8:a.m. to 12:15 p.m., January 28 in Room 203 Century II. Brilla Highfill Scott, USA Associate Executive Director, will be the presenter.
A second seminar will be presented by Dale Dennis and Veryl Peter on school finance, Martin Hawver, editor of an inside look at state government, Hawver's Capitol Report, and Ron Vignery on hot legal issues. This seminar will be held in Room 209 in Century II from 9:30 a.m. to 3 p.m., January 28.

Special Speakers---
Jamie Vollmer, president of Local Control Project, will key note this year's USA Convention. Vollmer's keynote will be 9:45 a.m. January 29 in Concert Hall. Vollmer is a
former CEO and attorney who now works to help build professional pride among educators and increase community support for America's schools. His company provides school districts with programs designed to engage staff and community members in discussions about the future of their schools and to increase community-wide understanding and support for school improvement activities.
The second general session keynote will be Lonise Bias, mother of Len Bias, the University of Maryland basketball player who died from a cocaine overdose two days after being drafted by the Boston Celtics. Bias challenges listeners to wage war against the nation's social ills. She will speak at noon, January 30, at Century II's Convention Hall.
Action Labs---
Other USA Convention activities include a series of 30 presentations that highlight innovative educational programs selected from school districts across the state. There also will be considerable discussion of school finance issues and the upcoming legislative session.

Thursday Convention Activities
Under the guidance of Don Hague, chairperson, the USA Task Force on School Finance studied the fiscal issues of public school funding in September, gathered input fom home districts in October, and met in November to make a final recommendation to the USA Board. On November 19, 1997 the USA Executive Board met to finalize the legislative platform for the 1998 Legislative Session. The 1998 platform will include the following recommendations for school funding during the 1998-99 school year:
Increase state base aid per pupil
(BSAPP) by $200 to a total of $3870.
Make the correlation weighting
permanent and drop the threshold by 100 student to 1700 FTE. Work toward a
correlation weighting which is lower than 1700 FTE.
Continue the low enrollment weighting
as written.
Provide for 100% of excess costs of
special education.
Reimburse costs for transporting
children over 2.0 miles.
Remove the 20% per year limitation to
increases in Local Option Budget, which would allow districts to reach the
average budget per pupil in their enrollment category on a vote of the local
board of education.
Provide for a balanced mix of the three
major revenue sources--property, sales, and income tax--used to support Kansas
public schools.
USA also supports legislation that will:
Provide a $15,000 flat-grant per school
district plus $65 per FTE student for technology.
Fund Kindergarten at 1.0 FTE.
Increase funding for Parents as
Teachers.
Fund the State In-Service Program.
As school business officials, we must help our administrators and patrons understand the importance of addressing these very critical issues with our respective legislators in the upcoming session. It is not too early to be talking with your represenatives.
TOPThe Fall workshop held in Salina, October 14 & 15 met with the approval of those attending the workshop. The timely topics selected by the in-Service Committee were well received. A change from past workshops was having lunch on site and the cost was included in the registration fee. The "Brookville" lunch was a success.
The KASBO members gave valuable suggestions for upcoming workshops. The In-Service Committee reviewed the suggestions, and are now in the process of developing the Winter Workshop.
Discussion by the members on dates of the workshops was addresses by the KASBO leadership. The dates of the Winter Workshop are February 18 & 19. Please note, those dates are on Wednesday and Thursday. The location will again be the Salina Mid America Inn.
Watch for a flyer in January announcing the Winter Workshop topics and presenters. Mark the February 18 & 19 dates on your calendar.
