Message from President Kathy Johnson:

Winter break is upon us and it has been a busy fall. I hope this newsletter finds you all in good health and with plans to take some time off during the break. Rejuvenate, enjoy family and friends, watch some football games, and most of all take time for your self.

The professional development committee prepared a wonderful fall workshop. Mark Tallman made an excellent presentation on school finance. We learned about some of the financial impacts of No Child Left Behind as it relates to the Local Consolidated Plan and Title I, as well as some of the new federal compliance requirements that your auditors will be looking for. In addition we heard about HIPPA, Wage and Hour laws, and what capital outlay funds can be used for. KASBO members were introduced to a recognition program that is being implemented. Those who qualify and apply for this program will be recognized at the State convention in April. More information about this can be found on the KASBO website (http://www.kasbo.org/Professional Recognition Program.htm ).

The winter workshop, February 26th, 2004, appears to be equally informative, please see the enclosed details about the workshop and registration information. In addition, plans for the State convention are also under way. The convention and professional development committees have met several times in preparation for this annual event. The convention will be in Lawrence, Kansas, April 21, 22nd & 23rd, at the Holidome, it is not too soon to make reservations. As part of the February workshop and State convention we plan to provide programs that will keep you informed on the latest news out of Topeka, from school finance alternatives as a result of Judge Bullock's decision to new site based budgeting requirements that are being suggested by a legislator. KASBO is here for its membership, please feel free to e-mail myself or any of your board members with ideas or suggestions.

WINTER WORKSHOP

Take note of the change in location for the February 26th Winter Workshop in Salina. We will be meeting at the Smoky Hill Service Center at 605 East Crawford, Salina, Kansas.We will not have a Continental Breakfast to start the day as we have in the past. The workshop will commence with registration at 8:00 a.m. and adjourn at 4:30.

Lunch will be served on site.

ASBO CONVENTION

Sixteen Kansans attended the Association of School Business Officials' national conference in Charlotte, N.C. Ron Clark, Disney's 2002 Outstanding Teacher of the Year and Oprah Winfrey's first "Phenomenal Man," was one of the conference highlights. Mr. Clark's ability to change lives in one of the most challenging districts in the U.S. is something truly commendable.

The Kansas delegates again hosted a dessert reception for ASBO director, Rob Balsters. Thank you to Kathy Johnson, Kathleen Whitley, and Jeannie Diener for their hard work putting together invitations and decorations for the event! Also thanks to Karen Schadel for her coordination with the hotel on food and space.

Next year's conference will be held October 15-19, 2004, in Cincinnati, Ohio. Mark your calendars now.

KASBO Board of Directors Meeting Highlights

The KASBO Board of Directors met October 8, 2003, at the Salina Holiday Inn, with president Kathy Johnson presiding. Jim Menze, USA Executive Director and liaison to KASBO attended the board meeting.

The Board discussed ideas and options concerning how to get the most out of the website as a communication tool while maintaining continuity of service and personnel.

Gary Diener, President-elect, shared information about the 2008 KASBO State Convention. The Marriott in Overland Park will be the convention hotel. Additional information will be solicited from the KASBO members at the upcoming State Convention.

Lawrence Holiday Inn will be the site of 2004 KASBO Convention. The dates are April 21-23, 2004. The convention committee is working on a '60's theme since KASBO will be celebrating 40 years of existence.

The Board approved the implementation of the Profession Development Recognition Program. The program was introduced to the membership by Jenni Newell and Gary Diener during the Fall Workshop program. The deadline for those seeking to begin the program will be March 1, 2004. This will allow for recognition at the 2004 Convention.

The KASBO Board of Directors voted to nominate a KASBO member for the USA Outstanding Service Award.

The next meeting of the KASBO Board of Directors will February 25, 2004 at the Salina Holiday Inn.


KARENS KOMMENTS

Southern hospitality and the weather was at its best during the ASBO Convention in Charlotte. The Exhibit Hall was chocked full of products, services and technology items that are needed and used in school districts. The give-away items are a challenge to pack for the trip home.

The Vice President, Melody Douglas, RSBO from Alaska and two Directors, John Musso, RSBA, from Colorado and Neil Sullivan from Washington were elected during the convention. The voting procedure will change with the 2004 election. A process will be in place for all ASBO members to be given the opportunity to vote for and elect the officers.

It is a special treat for the Kansans in attendance to have Dr, Rob Balsters as a member of the ASBO Board of Directors announced to the attendees. Because of Rob's position, he has the ability to influence ASBO governance decisions and make sure that states like Kansas receive full consideration

The Kansas delegation is to be commended for the fine job they did at the reception we hosted immediately after the President's Reception. Kansas hospitality was at its finest.

The upcoming year will have some challenges regarding education. Funding will be major issue. Maintain an ongoing dialogue with your legislators and keep them informed.

Visit the KASBO homepage for updates on the 2004 Convention. Be looking for hula hoops and clothes from the '60's. They may be the ticket to fun and adventure KASBO style.
